We
have a little time in which to gather forces and present
a united front against this iniquitous legislation. But
the time is very, very short!
I
spoke today (Sept. 17, 2002) with the Clerk of the Standing
Committee on Justice and Human Rights, Mr. Patrice Martin.
He told me that C-415 is effectively "dead"
because Parliament has prorogued -- BUT, under the new
Standing Orders:
"It's
at the discretion of the MP -- it's his call -- whether
he wants to re-introduce the bill in the House at the
same status it had attained (i.e., passed Second Reading,
and in Committee). He could choose to re-introduce it
in a slightly different form."
Mr.
Martin said that if Svend Robinson chooses to re-introduce
his bill, it DOES NOT have to be voted on by the House
-- it automatically goes to committee.
As
he said, "It's his (Robinson's) call."
Committees
are not working now, and will be re-organized after the
Throne Speech on Sept. 30; they will probably not be active
"until about the week of Oct. 21," says Mr.
Martin.
